India has signed Memorandums of Understanding (MoUs) and cooperation agreements with 23 countries to promote the adoption and exchange of its Digital Public Infrastructure (DPI) platforms developed under the India Stack initiative. These agreements aim to strengthen international collaboration in areas such as digital identity, digital payments, data sharing and technology-enabled service delivery, positioning India as a key contributor to global digital governance.

Growing Global Footprint of India Stack

A central pillar of this cooperation is the Unified Payments Interface (UPI), India’s flagship digital payments platform, which has now been implemented in more than eight countries. These include the UAE, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius and Qatar. The cross-border deployment of UPI has helped streamline remittances, enhance financial inclusion and reinforce India’s leadership in the global fintech ecosystem.

In addition, India has signed MoUs for DigiLocker—its secure digital document storage platform—with several countries, including Cuba, Kenya, the UAE and the Lao People’s Democratic Republic, enabling citizens to access and verify official documents digitally.

Sharing Digital Public Goods Globally

Beyond bilateral agreements, India is actively sharing its DPI solutions with the global community through initiatives such as India Stack Global, which offers access to 18 major digital platforms, and the Global DPI Repository launched during India’s G20 Presidency in 2023. These initiatives are designed to make India’s digital public goods accessible to countries seeking scalable, interoperable and inclusive digital solutions.

India’s DPI ecosystem includes widely adopted platforms such as Aadhaar (biometric digital identity), CoWIN, API Setu, UMANG, Government e-Marketplace (GeM), e-Office, e-Hospital, e-Sanjeevani, POSHAN Tracker, Skill India Digital Hub (SIDH), the Public Financial Management System (PFMS) and PM GatiShakti, among others.

Countries partnering with India on DPI span multiple regions, including the Caribbean, Africa, Asia and South America. This broad geographic adoption highlights the global relevance and adaptability of India’s digital platforms across diverse economic and governance contexts.
